《ALL STATIC & NOISE》片名来自2018年中国官方在新疆大学组织的一次演讲，新疆大学党委书记周旭勇在提到维吾尔等其他文化时，称应该“坚决消除以各种形式出现的所有杂音”和噪音”。采访影片包括Jewher 、Abduweli、Jelilova 等多名维吾尔、哈萨克见证者，通过证词还原出「再教育营」的模样，并勾勒出在「新疆」这部片子上土地过去和现在正在发生的人道灾难。

The title of "ALL STATIC & NOISE" comes from a speech organized by the Chinese government at Xinjiang University in 2018. Zhou Xuyong, secretary of the Xinjiang University Party Committee, said that "all noises and noises in various forms should be resolutely eliminated" when referring to Uyghurs and other ethnic minorities.
